Congressman Pete Stark: "The federal government can do most anything in this country"

I've seen an interview with this guy in the past, in which he was labeled Pete Stark-raving mad.  At a town hall meeting, an attendee asks a two part question: 1) how does he explain the conflict between the new healthcare law and the 13th Amendment and 2) if the government can do this, what can't they do?  Mr. Stark offers an interesting explanation of the latter.
